Request Assignment Model
If you want to let your Officials sign up for Games, then you need to "Publish" the Games you want visible for Officials to sign up for.

Assign Assignment Model
If you want to assign Games, then you don't need to Publish Games and you can skip the Publishing Steps. You can also use a combination to, for example, assign your best Officials to key games, and letting the Officials sign up for the rest of the games.
